In an unexpected and quick move, the Colorado Division of Motor Vehicles (DMV) has canceled its proposal to ban Kei cars, trucks, and vans from its registration system. It’s a substantial win for Colorado Kei enthusiasts, and, along with other states that have resisted a ban, gives hope for the inevitable upcoming ban attempts in other states. Inevitable, because there are plenty more states for the American Associates of Motor Vehicle Administrators (AAMVA) to try and exert its influence.
Not All States Have The Same Rules
Maine, Georgia, New York, and Rhode Island, haven’t been so lucky, but Massachusetts and Texas have managed to push back with political pressure recently. The news from Colorado comes from Redditor CommanderDawn, who showed the communication they recieved.
Dear Stakeholder,
Thank you for providing feedback on DMV
Proposed Rule 1 CCR 204-10 Rule 3 Non-Traditional Vehicle Title and Registration Eligibility. Please be advised that the DMV has decided to cancel this promulgation. Notice of this cancellation will be formally published in the next Colorado Register from the Secretary of State’s Office. Your feedback will be saved with the record of the canceled promulgation.
Sincerely,
Colorado Department of Revenue, Department of Motor Vehicles

The Drive got a reply from the Colorado DMV for a statement about canceling the proposed ban. Unfortunately, it leaves Kei cars in a bit of a gray area and some of it comes off as passive-aggressive.
“Kei vehicles have not previously been authorized for registration, and the decision to halt the Rule 3 promulgation process does not reflect any change in the Colorado DMV’s approach or policy regarding these vehicles or other vehicles that cannot demonstrate they are safe to operate […] It is important to note that driving an unregistered vehicle in Colorado is a Class B traffic infraction.”
The line about Kei vehicles not previously being authorized while also canceling a process to ban them is what puts things, or keeps things, in a gray area. Colorado residents have been registering Kei cars, so precedent says they are authorized as they have been, well, authorized to go on the road. Hopefully, this does mean Colorado residents can go ahead and continue to register their imports. However, another Reddit thread shows that some Coloradans have been denied registration before, and with no explanation.

Expect The War Against Kei Cars To Continue
There’s no sign, however, that the non-government organization behind the anti-Kei car push, the AAMVA, will stop working through the list of US states to try and ban Kei cars. Enthusiasts and people seeking something cheaper and easier to run than a modern UTV will need to carry on resisting by making their voices heard.
